Changes likely for the Cleveland lead safe certification

Originally passed in 2019 and implemented in a rollout fashion in 2021, the city has found less than ideal compliance with landlords. The changes are meant to make it more enticing for landlords to comply. Personally, I see this as the city's failure to prosecute the original legislation.
