Cleveland Resident 1st Initiative timeline

For 2024, the rental registration process is slightly different to accommodate the new rollout of this program.  Normally, the rental registration is due on or before Mar 1.  Full disclosure, the info I'm writing here is for 2024.  As of the posting of this post, I do not have the timeline info for 2025 other than I'm assuming the "compliance items" will be due at time of rental registration where as in 2024, there is an extra 3 months to allow for compliance.

Due May 31, 2024:

owner designated Local Agent In Charge (LAIC).  For owners outside of Cuyahoga or contiguous county, the LAIC will reside in Cuyahoga County is required.  The local agent can be held liable for any violations in place of the owner if the owner is unable to be located.  A copy of a valid photo ID for both parties will need to be included.

"Compliance Items" Due Sept 1, 2024

Lead Safe compliance.  Either a 2 yr or 20 yr certification.

Compliant with bills / fees owed to the city

Violation Free

Property Taxes are current OR on a documented payment plan with the county

LLC's must provide proof it is registered in good standing with the Ohio Secretary of State

For parcels with 4+ units:

     utilities paid for by the owner must be current (water, sewer, common area electric, common area gas)

     HVAC certification by a licensed HVAC contractor is required

City of Cleveland Lead Safe Certification Changes / Updates

City of Cleveland planned crackdown on non compliant rental registrations

This past Feb, city council for the City of Cleveland passed the Resident 1st Legislation.  There are now additional tasks local agents in charge must certify in order for your property to be legally registered. Aspects of it include: Property taxes are current. Common area utilities (water, sewer as the example) must be current. If the property has 4 or more units, a licensed HVAC contractor must sign off on its operation. A local agent in charge must be designated...this person becomes legally, financially, and physically responsible for your property. The owner (if not an individual) must have a good standing certification with the Ohio Secretary of State). The property must be lead safe certified.  This is with the new more stringent process that will take longer to complete and cost significantly more.
