Cleveland's Resident 1st Initiative

The city of Cleveland building dept, the city of Cleveland prosecutors office, and 2 Cleveland councilman have put together a proposed legislative change (package) that will significantly change the way rentals are utilized.

Previously, (recently), you couldn't evict without having your Lead Based Paint certificate completed.  That has since been challenged with a win for investors.

This new legislative program will significantly (adversely) create stringent requirements.  Specifically Lead Based Paint Certification, Local Agent in Charge (who must reside in Cuyahoga County), violation notice compliance, and property taxes must be current.  For buildings with 4+ units, HVAC system must be examined and utilities must be current.

There is additional proposed legislation as part of this package that involves vacant land.

While not yet voted on, it is likely most, if not all, of the proposals will be ratified.

As a property manager, this will significantly change the way I manage properties within the City of Cleveland.
